When dealing with the subject of

appointments in the Civil Service of this Colony which the

recent visit of Mr. R. E. Stubbs brought into prominence I

took occasion to express my views upon the matter of

Acting Appointments during vacancies, and I attach a copy

of a minute which I wrote on the day of our conversation.

I have always held the views expressed in this minute, and

in Northern Nigeria I gave full effect to them, with I

think great benefit to the Public Service but I believe

that the system was not followed in neighbouring adminis-

-trations. I have hesitated to introduce a change into a

Colony with such conservative traditions as Hongkong until

I should have had an experience extending over some

considerable time.
